putting an end to a baneful system of Corruption in the Police Force, and to the numerous haunts of thieves, vagabonds, and other persons evilly disposed towards the peace and good order of the Colony, and in diminishing very plainly the hitherto large number of cases of thefts by Servants. By the means indicated, illicit gaming has been for a long time suppressed in Hong Kong.
For the preservation of peace and good order, therefore, the controlling system of permitting Gaming in a few fixed places and in no other is now enforced. Every endeavour will be made by the Executive to prevent the establishment of those dens of infamy which have been the source of so much injury to the security and comfort of the Community, and under the supervision of two responsible officers of the Government, the Protector of Chinese and the Chief of the Police, a small body of detectives will be at work, whose sole duty will be the controlling out of places frequented by Gamblers, with a view to their being seized and severely punished.
Let not the Gamblers fancy that, as in previous years, they will be able to purchase impunity by bribery.
